Umrah packages from India
How the visa works for Indian passports, how to check an agent, and what 15-day packages cost.
Most Indian pilgrims travel on a package of about 15 days, split between Makkah and Madinah, with return flights from the nearest big airport. Indian passport holders cannot apply for a standalone Umrah visa on Nusuk themselves, so the visa comes with the package, through an agent.
This page covers the visa route, how to check an agent when India has no separate Umrah licence, the tax collected at source (TCS) on overseas packages, flights from each city, and the package prices Indian agencies were publishing on 29 October 2026. Flights to Saudi Arabia were disrupted in October 2026, so read the flights section before you book.

Umrah visa for Indian passport holders
Indian passport holders book a package through an authorised agent, who applies for the visa through an agent portal linked to Nusuk. Every Umrah visa must be tied to confirmed bookings: a Nusuk-approved hotel, pre-booked ground transport and a booking reference. The Saudi Ministry of Hajj and Umrah says an agent cannot issue an Umrah visa without a package that includes accommodation and transport.
There are exceptions. India is not on the Saudi tourist eVisa list, but Indians can get the eVisa or a visa on arrival if they hold a valid US, UK or Schengen tourist or business visa that has been used at least once, are permanent residents of the US, UK or Schengen area, or hold a GCC residence permit valid for three months or more. The Ministry allows holders of all visa types to perform Umrah, as long as they book a Nusuk Umrah permit.
An Umrah visa allows a stay of up to 90 days after arrival. Sources differ on how soon you must arrive: reports from late 2025 say within 30 days of the visa being issued, while the Ministry FAQ still says three months. Plan to travel within 30 days to be safe.
Every pilgrim needs the meningitis ACYW vaccine at least 10 days before arrival. See Umrah visa by passport and the Umrah checklist.
Who may sell Umrah in India
India has no separate licence or registration for selling Umrah. The Ministry of Minority Affairs registers Haj Group Organisers for the private Hajj quota, and Umrah experience counts towards that registration, but it is not needed to sell Umrah. The Haj Committee of India and the State Haj Committees run the government Hajj scheme; they do not run Umrah.
So the check that matters is on the Saudi side. Umrah visas are issued only through agents linked to Nusuk, and Saudi Arabia's Nusuk Masar system has a public search, Inquiry About Qualified External Agents, where you choose Umrah services, enter India and the city, and see the qualified agents. Ask the agent for its exact company name and check it there. Then make sure it is a registered business with an office address you can visit.
In October 2026 a Rajya Sabha MP asked the government for "appropriate regulatory action against erring Umrah tour operators", after pilgrims were left stranded. Our guide to checking an operator lists the warning signs.

Flights
Non-stop flights to Jeddah leave from Mumbai, Hyderabad, Delhi, Bengaluru, Lucknow and Ahmedabad, and in Kerala from Kozhikode (Calicut), Kochi and Kannur. Only Mumbai and Hyderabad have a scheduled non-stop to Madinah, both on IndiGo. Pilgrims from Chennai, Kolkata, Pune, Srinagar and Patna change planes, either in another Indian city or at a Gulf hub.
Scheduled flying time to Jeddah is about 5 hours 20 minutes to 6 hours 45 minutes, depending on the city. These are the winter 2026 schedules, which started on 25 October.
Flights update, 29 October 2026: after attacks on Saudi airports in October, Indian airlines suspended their Saudi flights. IndiGo cancelled Jeddah, Madinah, Dammam and Riyadh flights until 31 October. Air India and Air India Express suspended Jeddah until 31 October and Riyadh and Dammam until 7 November. Akasa Air suspended Jeddah until 10 November and Riyadh until 30 November. These dates can change. Confirm your flight with the airline before you pay, and read our travel update.
The sources we read did not report on Saudia's flights from India during the suspension, so check Saudia flights with the airline too. If you are already in Saudi Arabia and stranded, the Indian Consulate in Jeddah has run 24-hour control rooms in Jeddah and Makkah, and the Saudi Pilgrim Care Centre is on 1966.
TCS and GST on Indian Umrah packages
From 1 April 2026, tax collected at source (TCS) on overseas tour packages is a flat 2% with no threshold, down from 5% and 20%. We found no exemption for Umrah, and Indian agencies charge it in practice. TCS is not lost money: you can claim it against your income tax.
Agencies show it in different ways. Some include GST and TCS in the price, some list them as extras, and some pages still quote TCS at 5%, the rate before April 2026. Ask for a written total that shows GST and TCS on separate lines.
We do not sell packages. The prices on this page were published by agencies and checked by us on 29 October 2026. They are examples to help you judge the quotes you receive, not offers.
What to ask before you pay
- The licence or registration number, and where to check it.
- Both hotel names and the walking distance to the Haram.
- Room sharing, and whether flights, visa, transfers and meals are included.
- Cancellation and refund rules in writing.
Questions pilgrims ask
Can I apply for an Umrah visa myself on an Indian passport?
Not on its own. Indian passport holders book a package through an authorised agent, who lodges the visa. The exception is if you already qualify for the Saudi eVisa, for example with a used US, UK or Schengen visa, permanent residence there, or a GCC residence permit valid three months or more. Then you can perform Umrah with a Nusuk permit.
Is there an Indian government licence for Umrah agents?
No. India has no separate Umrah licence. Check that the agent appears on Saudi Arabia's Nusuk Masar list of qualified external agents for your city, and that it is a registered business with a real office.
Do Umrah packages from India include TCS?
TCS of 2% applies to overseas tour packages from 1 April 2026, and agencies charge it on Umrah. Some quotes include it, some add it on top. You can claim it back against your income tax.
Which Indian cities have direct flights to Madinah?
Only Mumbai and Hyderabad, both on IndiGo, in the winter 2026 schedule. IndiGo cancelled its Saudi flights, Madinah included, until 31 October 2026, so check before you book.
Are flights from India to Saudi Arabia running now?
As of 29 October 2026, IndiGo, Air India and Air India Express had suspended Jeddah flights until 31 October, and Akasa Air until 10 November. Riyadh and Dammam suspensions run longer. See our travel update.
