Umrah packages from Canada
How Canadians get a visa, which provincial rules protect your money, and what group trips cost.
Most Canadian Umrah trips are group departures of about 10 days with flights, from Toronto or Montreal. Only Toronto has a non-stop to Jeddah.
Protection depends on your province. In Ontario, travel sellers must be registered with TICO; in Québec, travel agencies need a licence from the Office de la protection du consommateur. Both give access to a compensation fund, but only if you buy from a registered or licensed seller.

Umrah visa for Canadian citizens
Global Affairs Canada (updated 22 October 2026) says Canadians can get a Saudi tourist visa online before travel or on arrival; it is multiple entry and valid for one year. It also says "Muslim tourists can perform Umrah with any type of visa, but a specific visa is required to perform Hajj". Hajj pilgrims must book through the Nusuk Hajj platform.
Saudi Arabia's Nusuk Umrah platform lets pilgrims abroad book an Umrah visa and services directly, but shows eligibility only after you register. We could not confirm Canada's status on an official list.
If you live in Canada on another passport, Canadian residence does not, on the reports we found, unlock the Saudi e-visa the way US, UK or Schengen residence does. Your route depends on your own nationality, or an Umrah visa through an agent.
Umrah visas are tied to a confirmed hotel booking made through Nusuk Masar; whether that applies to tourist-visa holders is not officially confirmed. Every pilgrim books a Nusuk Umrah permit and needs the meningitis ACYW vaccine.
Who may sell Umrah in Canada
Ontario: travel agents and wholesalers must be registered with the Travel Industry Council of Ontario (TICO) and show their TICO registration number in adverts, websites and brochures. If a registered Ontario seller fails, the Travel Industry Compensation Fund can reimburse up to $5,000 per person; claims must be made within six months. Booking directly with an airline or hotel is not covered. Search TICO's register of more than 2,100 registered sellers on tico.ca.
Québec: a licence from the Office de la protection du consommateur (OPC) is mandatory for any travel agency operating in Québec. Buying from a licensed agency gives access to the Compensation Fund for Customers of Travel Agents (FICAV). Check a seller with the OPC's merchant search and look for "Québec licensee" (how to check).
Other provinces: ask the operator where it is registered and what protection applies to you.
On the Saudi side, check the company on Nusuk Masar's public list of qualified external agents. Some Canadian agencies describe themselves as authorised by the Ministry of Hajj; ask them to show you that entry. See how to check an operator.

Questions pilgrims ask
Can Canadians perform Umrah on a tourist visa?
Yes. Global Affairs Canada says Muslim tourists can perform Umrah with any type of visa, outside Hajj. You still book a Nusuk Umrah permit.
What is TICO and why does it matter?
TICO registers travel sellers in Ontario. If a registered seller fails, its compensation fund can repay up to $5,000 per person. Check the registration number on tico.ca.
I live in Québec. Can I book with an Ontario agency?
You can, but the Québec compensation fund (FICAV) does not cover purchases from agencies outside Québec. Check the OPC licence if you want that protection.
How much does Umrah from Canada cost?
Group packages with flights were published at about C$2,400 to C$4,100 per person for November 2026 to January 2027.
