The licence matters more here than anywhere else in Canada. Québec law requires every travel agency operating in Québec to hold an OPC licence, and the FICAV compensation fund only covers purchases from licensed agencies. Several "Umrah from Montreal" pages are run by Ontario-registered agencies rather than Québec licensees, and buying from an agency outside Québec falls outside FICAV.
That does not make an Ontario agency a bad choice, but you should know which protection you are getting before you pay.
